All apartments are supplied with a telephone line already connected and a telephone number already allocated together with telephone points in the lounge and bedrooms.

Who provides our telephone service?
Our telephone service is provided by J L Satel (the same company who provide the ADSL service) based in Fuengirola.

What is the cost for the telephone service?
The monthly line rental charge is 13.97 euros plus 21% IVA (August 2013)
The monthly maintenance charge is 3.73 euros plus 21% IVA (August 2013)

If your apartment is going to be unoccupied for more than a month and no more than six months, J L Satel can arrange a 33% discount on charges for monthly line rental and monthly maintenance. You need to advise them of the dates you would like to exercise this facility.

ADSL (Internet)

All apartments have an internet outlet in the wall. It is placed next to one of the phone outlets. The internet is provided as a community service and is paid as part of the community fee.
By connecting the PC to the outlet with a standard net-cable (a phone cable does not work here), you should be ready. It should not be necessary with any special setup at the PC.

Speed:
Currently (November 2007) the speed is 2048/256 Mbit/Sec (down/up). Owners needing higher speed can buy a speed upgrade directly from our Internet Service Provider.

Security:
Each apartment is protected by a firewall and each property is isolated from every other property.
VPN (Virtual Private Network) connections should work fine through the Firewall.
In special cases, you may want to allow access from the internet directly to your own PC. In that case, you can ask our Internet Service Provider to open up a specific port in the Firewall for you.

Sending e-mail from an E-Mail Client:
If you use an e-mail client (such as Outlook, Thunderbird or Eudora) you need to specify an Outgoing Mail Server (SMTP). Sometimes, you cannot use the one you use elsewere, because it has been blocked in order to fight spam. Then you may use the following instead:

The Internet Service Provider:
The community has a 5-year service contract with the company J. L. Satel, based in Fuengirola, to provide internet (and phone) services. This company will also supply the other phases of La Cala Hills with similar services. Satel owns the cables, the central and de-central equipment and is charging the community a yearly rate, independent of usage. The original cost has recently been reduced by 20% after negotiation by Intercala.
In case of Problems: The service contract allows owners to contact Juan Luis from Satel if there is a problem with the internet connection. There is no charge for this. The company will try to fix the problem immediately (can often be fixed directly from their office without the need for being on site). The contact number is currently: 649 97 6042.

Intercom

The Intercom system can be used to between the block entrance and the apartment (Block Intercom), or between the main entrance gate and the apartment (Gate Intercom).
Block intercom:
Each block has a panel each side of the entrance gates displaying the number of each apartment. To contact an apartment simply press the apartment number. This activates the video door opener inside the apartment. The video panel will allow the owner to see who requires access. To open the block gate press the key button on the video door opener.
Please be sure that you know the person you are allowing to enter. Do not allow strangers to enter the block. If you are unsure, call the security guard.
Gate Intercom:
There is an intercom at the main gate which can be used by visitors if the security guard is not at the gate.
To contact an apartment from the Gate Intercom :

  • Enter the block number
  • Enter the code allocated to the apartment you require
  • Press the bell
  • A code will appear in the display
  • Press that code
  • Press the bell again
  • The message 'llamando vivienda' will confirm the apartment is being contacted
  • You can open the gate from your apartment by pressing the key button on the video door opener.

Macrocommunity

The Macrocommunity (or Mancomunidad) is the bigger entity to which La Cala Hills Phase 1 now belongs.

The Macrocommunity comprises all the different developments in the designated area (see map below)

Previously the defined area had the very unglamorous name 'Sup 13' and delicate negotiations have had to take place between various developers, communities and the Town Hall for the Macrocommunity to be established and recognised.

Authority to form the Macrocommunity

At the AGM held on 6th October 2005 the President sought the authority to represent the Community at the wider community of owners, known as the Macrocommunity. The owners gave this authority and asked the President to ask the pertinent people to constitute the Macrocommunity as soon as possible with the view of organising the maintenance of all the elements that constitute the Macrocommunity.

The Mancomunidad, or Macrocommunity, under the name of EUC LA CALA HILLS was finally registered with the authorities and the first official minutes of an EGM dated December 16, 2008 have been filed with the ayuntamiento, the tax number has been obtained and a bank account opened. Following this, the minutes of the meeting were official and all owners could be informed about the mancomunidad and its development.

The first AGM, comprising most presidents of the communities in our urbanization, took place in November 2008 and did not produce real results, since there was a request by the

Macrocommunity "Sup 13".

The Mancomunidad, or Macrocommunity, under the name of EUC LA CALA HILLS was finally registered with the authorities and the first official minutes of an EGM dated December 16, 2008 have been filed with the ayuntamiento, the tax number has been obtained and a bank account opened. Following this, the minutes of the meeting were official and all owners could be informed about the mancomunidad and its development.

The first AGM, comprising most presidents of the communities in our urbanization, took place in November 2008 and did not produce real results, since there was a request by the Junta de Compensation ( the assembly of developers and landowners) for payment of € 99.996,84 by the individual communities to the Junta for expenses supposedly prepaid by them. Additionally there was a request for payment of approximately € 25,000,-- for electricity to Sevilliana-Endesa. This would have meant extraordinary costs for our community in Phase 1 of approximately € 18.000,00. I, and other presidents, could not accept this and therefore the AGM was adjourned without establishing the mancomunidad or electing officers.

Subsequently meetings were held by the Horst Erbacher, the Secretary and the President of the Junta, members of Sevilliana and our legal advisor, with the result that the almost €100.000,00 prepayment was dismissed by the Junta and the debt to Sevilliana has been reduced from € 25.000,-- to € 9.947,46. Also, in this period of time the originally proposed budget for the Mancomunidad of approximately €125.000,- was reduced to € 56.500,-- This result was then unanimously approved by the EGM.

At the EGM on December 16, 2008 the Board for the Mancomunidad was unanimously elected. The members of the Board are :

Internal Auditor : Sergio Alamino Pitalua (President Phase 5)

The Administrator had already been elected earlier : MS Fincas, Sr. Manuel Javier Salvador Torres. MS Fincas is an independent administrator not involved in any of the individual communities at La Cala Hills.

The distribution of votes between the members of the Mancomunidad, as well as their share of the expenses to be paid, is based on a coefficient, which comprises the land size of the community is square meters and the number of square meters constructed within the community. This is in accordance with the Regulation of Urban Development in Article 25 of the Horizontal Property Law. In simple terms it says that the largest communities, like Phase 1, Phase 3 and Cala Alta carry a larger share of the burden but also have more say in the Mancomunidad. The share of Phase 1 is determined at a coefficient of 14.33 out of 100.

Although the budget of the Mancomunidad has been reduced significantly versus the original proposal, actually by 55%, the cost to Phase 1 for the year 2009 amounts to € 8,100. This is in comparison to € 5,000 estimated at budget time. As there was no information available about the potential impact at budget time we have at least a significant part of the expenses covered. By comparison, most other communities made no provision at all.

The majority of the cost is caused by cleaning and maintenance of the roads, walkways and other common areas, electricity for street lighting and the cost of the Administrator to take care of all legal and government related areas. There is, however, an ongoing commitment to reduce costs wherever possible.
